Анотація: Improving the transport system in the direction of modernization of the external assets of the organization of traffic flow does not bring significant results. In such a situation, it may be more efficient optimization of the behavior of drivers while driving (controlling the inside). The implementation of such a system is based on the already existing infrastructure of mobile devices that are now almost everyone. A fundamentally new approach and look at the traffic flow. Must manage to make not so much from outside, but from within, by the driver of the vehicle.
