Анотація: For forecast of snowmelt flood and high water in foothills, the author conception “Technical Ecological Accidents (TEA) Management” in considered. It is the conception for formation of informational analytical system (IAS) for decision making support for tactical detection and neutralizing of dangerous TEA. Six main parts of IAS conception “TEA Management” are divided. It is shown that the proposed mathematical algorithm for snow cover calculation in the given time and place is useful for creation of the real mathematical model of time and capacity of flood in the actual submontane river.
