Abstract: In the paper the problem of synthesis of AI is investigated and the principal possibility of it within the limits of a modern Science owing to the latent system crisis caused by basic lacks the main thing from which is formal nonlegitimacy of Science is shown. The structure and the basic components of Universal Model of the World and the World phenomena restoring legitimacy of the Science and not contradicting subsequent exact and complete formalization of the World are developed. The offered universal meta-theory is focused on creation of derivativ theories in all subject domains for all World phenomena, has the general application and opens possibility of the decision of many difficult fundamental problems, including AI.
