Abstract: In this paper the developed tools for the operative terrain analysis on the basis of digital cards and remote sensing images for the decision of problems on modeling, analysis and decision-making at emergency situations are described. The tools include the decision of such problems as the analysis of terrain characteristics, calculation of the shortest routes taking into account the set restrictions, search of the nearest objects with the master data, definition of spatial relations of terrain objects, calculation of zones of flooding, modeling of carrying over of radioactive particles, modeling of distribution of fires and a number of others. The examples of practical results are shown.
