Abstract: In the article a problem of video stream bitrate control is carried out for the modern digital television broadcasting systems on the stages of preparation and transmission of video content. A rate control method is offered by the criteria of video pictures quality, measuring by means of objective indexes and corresponding to subjective human perception.
