Abstract: Proposed in this paper, the concept (we call it the second) of movement without traffic lights implies the absence of traffic lights at the junction and based on the principle of multi-agent system. Cars as agents are exchanging with messages with a navigation device located at the crossroads, consisting of computers and a wireless transmitter. When approaching an intersection vehicle establishes contact with the device. Each machine and crossroad with navigator are equipped with wireless transmitter.

Keywords: traffic, multi-agent system, adaptive control
