Abstract: The systems analysis of the problem of registration of the location of «casual workers» and of illegal migrants is carried out; the information flows are formalized and structured in the form of logical rules; the model of the fuzzy inference is proposed for the classification of apartments by the degree of risk; the structure of the information retrieval system, the database and the software are created.
