Abstract: The paper is devoted with approach to the modeling and the quality rate of the steganography system model with the digital watermarks. The quality rate method of the detector and decoder of the digital watermark is defined that is permissive specified guaranteed robustness level. The modeling path of the optimal detector and decoder for the flagging systems is realized that were founded on the signal spread spectrum method. The statistical deciding test relations for the detector are presented when probability distribution of the possible image set was known and when the image histograms ware fixed fashion.
