Abstract: On the basis of waves lengths and frequencies of Plank’s level are proved of limiting opportunities, within the framework of modern knowledge, speed of intellectual systems, and realizing them PC. The new way of their development, with development PC connected to fluctuations of macromolecule DNA is offered. For the proof of opportunities of their fluctuations a number of physical and mathematical models is developed.
