Abstract: In the article results of the decision of a problem of normalization of a car plates and detection of symbols on the image of plate for carrying out of their further recognition are resulted. Normalization here is understood as rotation of the image of plate in an image plane so that the line of symbols settled down horizontally. For the decision of this problem the global analysis of the image by means of Hough’s transformation is used. Segmentation of symbols is based on use of models of an arrangement of symbols on plate. During comparison of various models to the real image the model having the best conformity which parameters are used for detection of symbols location is defined. Such approach allowed to define also type of car plate and a symbol accessory to letters or figures that facilitates their further recognition. The offered algorithm of normalization and segmentation of symbols allows to use successfully it in systems of recognition of car plates.
